taruwind - Reduced-Mode Terrain and Surface Wind Downscaling

Constructs reusable local wind responses using a neutral terrain-following reduced-vertical-mode adjustment and exact raster-ray integration of finite-fetch surface memory. Explicit metric-grid inputs separate terrain, target aerodynamic roughness and the effective source profile. Prepared responses can be applied to wind-component time series without target-site wind calibration. This diagnostic approximation does not resolve turbulence or guarantee conservation of the final field.
